What is the cheapest water cooling system I can buy?
Edit- I need to rephrase my OP. What I meant is what is the lowest you should invest for a water cooler. I want a decent water cooler for the price rather than a really crappy but cheap water cooler.

cheap and water cooling really dont go together 250 + should be your budget if you plan to w/c
good water>>high end air>>cheap water>>stock HSF

|
With a bong chiller you can get sub-ambient (idle) temps for ~$250.
This entire setup can be had for under $250 and should cool better than any radiator based setup out there because this can go sub-ambent. Given, there are downsides to evaportaive cooling. Check out this thread.

The cheapest setup would be one that gets parts used. You could try OCN and look for deals, getting parts slowly on sale. I did that and was able to shave off a lot of the costs.

a dual rad setup with a half way adequate cpu block will be possible around $ 200, if you want triple rad setup, get a decent block with it, and grab one for $250 as others stated. otherwise get a h50

A D-tek 1 Pump, Enzotech Sapphire CPU block, Swiftech Micro Res, Danger Den Fatboy barbs, Swiftech MCR 220 radiator, Yate Loon medium speed fans and 7/16" tubing.
That's pretty much the cheapest, decently performing thing you can buy.

while i agree it is great, it should not be thought of as water cooling. It is a good air cooler that is very flexible in how you can mount it. :-)

Enzotech Sapphire, DB-1 or a used Laing, HW store tubing, T-line, Bong/Heater core, Petra's Yate Loon mediums.
__________________You can get a nice loop for way under $200 is you look hard enough and wait for good deals.
