I think so. I have one on my dangerden heatercore, and what it does is eliminate the hot spot caused by the center of the fan by lifting it off the surface of the radiator. I think it also provides more even cooling, instead of directly under the fanblades, it pushes/pulls air throught the radiator all over it, providing more effective cooling.

In short, yes, they do work. It all depends on the fans used, but temps can decrease by as much as a few degrees.

If you've got a large heat load, your temps will improve by more than a few degrees. With my TEC and heatercore, my water temps improved by about 20 degrees with the shroud.

Cool, I can feel air being pushed back out of my fans when they are trying to push air through my fans because of the drag force created by the heatercore, is that a bad thing?

The other advantage of the shroud is the fan air pressure is spread out evenly across the heatercore, so there's not as much "spot pressure" on the fan. It can more efficiently move the air that way.
__________________Edit: If you can feel air behind the fan (where the air should be flowing "into" the fan) than another fan on the opposite side of the heatercore will help immensely. That will spread the pressure between the two fans, and help force the air to flow through the rad.
