Or is this only necessary in a pelt setup + water setup as well as phase change cooling?

no, only in sub freezing temps.... so condensations doesnt short anything out.

Watercooling doesn't get it cold enough so no need for grease

As stated above, no, watercooling doesn't need dielectric grease.
__________________But it doesn't have to go "below freezing" it just has to be below ambient to cause condensation. Or more specifically below the dew point.

Yeah, in simple watercooling system, the temp of water will be always greater than ambient so nothing to worry about.
