Hmmm.....this all does sound a bit fishy to me, but i think a bit of scientific research is in order. i don;t want to fude up my system though. However.....I do not believe that there is any way in hell that "superoxygenated" water would help a watercooling setup.
Dissolved oxygen will eventually leech out of the system leaving you with normal water. It may be electrolytically balanced for Bettas, but that i beleive will hamper colling efforts due to it's reduced pH. The best thing as of yet is Distilled water with Watter wetter or Zerex. No doubt. Until the next best thing. A nutrition company my dad works with is working on a small cluster H2O for faster water absorption. Water molecules usually cluster together in around 30-40 molecule clusters. However, if you have smaller, 6molecule clusters, the water is absorbed more readily, and it also takes up more space since there are less molecules in a cluseter, makin it more dense. Thus, theoretically, enhancing it's cooling potential. I'm waiting to try that in my system.

guys i was kidding, perflorocarbons overload the oxegen molecule and carry super saturated amounts of oxegen. From a molecular standpoint youd want a crystalloid (liquid) with as little in it as possible ie H-2 hydrogen (BOOM)
__________________or O2 but as far as one being x degrees better NOT gonna happen . Add a surfactant to your water and thats all your going to get. Meical "science" is pretty far along, a 9 yr old is not going to make a breakthrough in heat exchange technology Medtronic , et al hasnt thought of
