Best thing to do is drain it enough to remove the pump and hook up a couple hoses to it and test it in the sink/tub. Try taking it apart again and rebuilding it. Mabye a gasket went bad and caused the impeller to jam.

If the pump were up to par it would probably push it to the reservoir eventually, but it is a good idea to move things around and bleed them out before mounting.

These pumps are not designed to suck up water, they are submersibles and need to be on the bottom of the loop, or at least below the top waterline.

I think the simple answer is to drain the system, remove the pump and just stick the hose attatched to the intake of the pump in the sink (be sure there is water in the tube and the pump) and see if it "pumps". If it works, it's somewhere in the loop, if it doesn't then it's the pump.
