your best bet for more performance is to put a fan on each side of that rad and get some better thermal paste.

Also, where is your rad? is it mounted inside your case or outside? If you can get it outside you will be able to get cooler air flowing through it and that'll help too.

sometime you can get a stubern bubbel in the block. try setting the case on its side if you can that is.

Renegade mentioned loosening the CPU block a little if its too tight, I think I might give it a try. I also might reseat it but right now all I have is Aero 700 paste, its specs are:

Thermal Conducitivity: > 7.5W/m-K
Thermal Resistance: <0.06C-in2/W
25% Silver

worth a try?

If your radiater is in the case, and the case has poor ventilation, the heat will remain in the case.
Do you have efficent intake and exhaust fans?
Is your wiring blocking or restricting the case airflow.
I still think you need to reseat the block. gl

it works best to go pump > rad > cpu > res > pump
the coolest water in the loop will be coming out of the rad so you want that going to the cpu.
