the apogee should be dry. The IHS should only have a bb sized dot of thermal paste on it.

HAH!

Not being a jerk here, but get used to it if you plan on playing around in the watercooling world. It is what it is. I can't tell you how many times I've pulled everything apart and put it back together for something stupid like having one tube 1" longer then I wanted it to be.

It's tough at first and very time consuming, but as soon as you get used to it its easy and you can rip everything apart and slap it back together in no time flat. Just stick with it and only mess with it when you have the time and patience for it.

I can't tell you how many times I've seen systems for sale with "watercooling is not for me" in the thread.

Make sure you bleed it well. Shake it, tip it over, and then shake it some more...let it sit an hour then do it again untill there isn't a single bubble in it. Also make sure you bleed it well before you turn on your computer.
