I've been using Drupal at work lately, which is similar to Joomla. I believe it's based on PHP (right?), so somewhere in the administration panel should be a primary links setup, or some setup for a 'menu'. Maybe the new theme/template isn't compatible or doesn't have the ability to display your menu...maybe customize it?

Log into the control panel go to menus, then go to Top Menu, edit them from there. Seeing however that it looks like you already have them listed you most likely will have to edit the template yourself to include a top menu. Which is unfortunately extremely complicated. One of the reasons I'm learning php is to create joomla templates.
