If your using Internet Explorer for example, in the menu at the top of the browser page click > View > Source

If the menu bar isnt showing, just right click anywhere around 'Favorites Center' and put a tick next to menu bar.

Since you don't know anything about HTML or CSS you shouldn't be worrying about templates and designs. First you need to learn the basics and make some no-graphic templates. You need to spend a few months going through W3C (link posted earlier) and just googling for specific stuff you're trying to do. Also look at page sources from simple, static websites.
