Ajax/JQuerry web design needed. - Overclock.net

I, rather, my friend, needs someone who is skilled in Ajax/JQuerry coding and can design a blank web page per my friends designs in the Ajax/JQuerry code...preferably for free. He is very restricted in the cash area so if you cannot do it for free, he may be able to pay up to $30. I know it's pretty low but he is, like I mentioned, very restricted on cash.

Because the business (and transitively the site) he is trying to start is, more or less, a secret he can't be too descriptive of what exactly he needs. But he said he needs a blank page (meaning actually built page, just without word content), per his specifications. And it is to function similar to this one.

So the best I can give you now, is an example of how he wants it to look/function. He will provide further instructions when he contacts you through email.

EDIT: He doesn't actually need a site put up, he just needs a blank template (source code included) with which he can edit per his needs.

Well actually, he might...idk... I really don't know much about what he needs other than that he wants someone experienced with Jquerry/Ajax web coding to build a blank site.
