Ok I know what your thinking move your mouse around the edge of the screen and your problem is solved!!!!!
__________________NO! My taskbar is literally gone the only way I can get it to reappear is the use ctrl+alt+delete Its not on auto-hide and it is locked! So what gives, its there when I start windows but then its just poof gone but my IE window acts like it is still there........ I find this odd, it does it in safe mode also. OH! and when it disappears my cpu usage changes from folding at home to everything using 100%

try CTRL + ESC ??
or press CTRL+ALT+DEL to fire up the task manager. Now on the File menu, select New Task (Run...). Type in "explorer" and press OK. That should restart explorer and re-display your taskbar. if not try this http://support.microsoft.com/kb/318027 hope it helps

You probably have malware...
Have you installed any OFF BRAND tweaking programs recently? WinAntivirus does that and SpyNuker.... Run a full scan online with a 3rd party like Trend Micro or even Symantec...turn off your current software ahead of time.... GPEDIT.MSC is the run command for the global functions/limitations of your PC... If you use a Tweaking APP...it might have disabled it there.
