Im fixed a computer for my sister. Its an hp, 700mhz processor, 256mb ram. and had windows 2000 on it. I put windows xp and everything was working fine, now SOMETIMES, when It gets turned off, it wont turn back on for a few hours. Could this be because of windows?

Sounds more like a power or heat issue.

It is not a windows XP thing even though WinXP is picky because 256MB ram is a little low (its a system hog for older systems). Off topic kind of, but turn off most of the XP extra visual effects for better performance.
The issue does seem like a power issue. Make sure all of the connections are properly connected and that the power switch's plug is secure in the motherboards pins. What is the power supply and how many watts is it? And also, is there a video card of any sort?

i doubt its windows, i was running xp pro on a k6-2 500 mhz compaq presairo with no big problems. you could pick up a good 350-400 watt psu from newegg for less then 50 bucks.
