Unhappy Widnows Wont log on

ok i tried some vista transform pack and logon widnow didn't show up so i went to safe mode made a recovery and now it says EXECUTING WGALOGON.DLL
so is it possible to replace this .dll with one on the internet safely?

i am really lost REINSTALLING IS NOT A OPTION!

ok i fixed it i just used classic logon scheme
