Default Windows error

My windows doesn\'t and can\'t run the explorer. This is the error message I get.
\"This application failed to start because normaliz.dll was not found.\"
I can find this .dll but I don\'t know where to put it. System32?

It was because I tried to install IE7. This is the solution for people who get this same message.
- Boot to windows (until you get the error message).
- Press <Ctrl>+<Alt>+<Del> to open Task Manager
- Click on “New Task”
- Type C:\\WINDOWS\\ie7\\spuninst\\spuninst.exe
