Windows Fat32 Formatting Software

I was wondering, since windows can't format fat32 if its larger then 32gb, where I can find some software that will indeed format to fat32 on usb HD's that are greater then 32gb. I tried CompuApps SwissKnife, but it has issues apparently.

Windows can format the drive if it is larger than 32gb, but anything after is just slower and inefficient.
