At the current moment, my DVD drive have failed me and I have no idea how to open my sister's Vaio front panel to take her drive.
Is it possible to copy my CD from her computer, save the files onto my USB drive and transfer the files onto my computer so I can reformat without the CD? I've read somewhere that if you save the files onto your hard drive, in a different partition, you can reformat faster. So? Why does one broken thing lead to another? ._.

Wait you have a CD that formats drives? Right? And a CD drive that won't work? And you have a USB drive?
HP USB Drive Boot Utility That'll make your USB drive bootable, hit F12 at post and select bootable add-in card. Just format from it. I dunno about installing the OS again from a USB drive but hey give it a shot and lemme know.

That's an odd way of going about it. Be easier to take the CD-ROM out of the other computer honestly.
Sorry I couldn't help more!

uhhh for some reason I don't think M$ is going to let you put their cds onto a usb drive. You could, however, use linux.

get one of those cheapie cd drive enclosures. They run around $20 and just slap in an old working 5.25" drive. Also some laptops have different cd drives that dont fit well in other laptops.
