New to Overclock.net

internet is gone now....
guy I know downloaded steam for the first time yesterday. He then downloaded counterstrike. After both downloads were complete, his interenet connection went away. They tried all of the windows xp internet options and still nothing connects. what seems to be the problem? would steam or counterstrike play a role in it?
