Just right click and 'Open with', and then select notepad.

dynamic link library files can get.. quite complicated.
WINDOWS DOESNT offer anything to "edit" them lolz. (ahh, another advantage of linux  )Anywho - I bet you'd need some of programming tool for that. Try opening the file in notepad and see what you get!  (no joke).

__________________You can try programs like Notepad2, they show the lines of the code and highlights syntaxes and stuff like that.

Dll's are parts of programs and are usually compiled. You can use something like Resource hacker to edit some of them. Other's you need to either decompile (dunno if it can actually be done) or get the source.
