I am trying to figure out what is asking you to enter a command line. If you were so kind to provide more info for us to be able to help.

My .net 1.1 sp1 update wont install and its part of the fix for it (my instructions are below) -
> This download is a self-extracting file named "dotnetredist.exe". Click on > it > to obtain the "dotnetfx.exe" file. Next, from a command line prompt, change > to the directory containing "dotnetfx.exe" and enter: > > dotnetfx.exe /t:%temp% /c:"msiexec.exe /fvecms %temp%\netfx.msi" > > Note that the quotes are required after the /c: switch. When the installer > is done, invoke Windows Update and select the failed Framework Service Pack > for reinstall. WU should now complete and mark the update as Installed.

use cd to change directory
so "cd\" to take you to root then "cd your\directory\here" to take you into your directory with dotnetfx.exe in

I don't think you need to use CMD for that, just write it directly into the run prompt (windows + r)
