Default Display Problems XP ...

I am working on a computer for one of my friends, I will list the specs below but of all the problems he has there is one I can't seem to fix. It appears that some icons don't resolve once windows starts ... on the desktop and in the browser and there is also horosontal lines through some things (see pics below) I put this here because I have exhausted everything I know to do with the graphics card to resolve the problem and it also doesn't seem to give any problem in safe mode.

** EDIT ** I don't see all the small lines throughout the whole display as it shows in the screenie
Sony VAIO VGC-RB38G
Windows XP MCE
ATI Radion X300 128MB (Newest patches from ATI and SONY)

if its a laptop, maybe there is a problem with the ribbon connecting the lcd to the main part. try moving the screen around and see if it gets better/worse

Desktop, and it has been on several moniters .. I really feel its software based and it doesn't do it in safe mode. Thanks for the quick reply though

they seem pretty even in distance apart, maybe temps? im just trowing stuff out. have you tryied going back to the gpu driver it came with. im not sure about ATI's cards but have you checked the overlay maybe somethings on doing it, maybe the cards just dead/dieing, hows hte card look physically?

I really don't think thats software based, id bet the cards messed up, or its connections.

What about it not doing it in safe mode .. it still runs through the card. That was my first thought too like AA or something crapping out on the card but then I booted to safe mode and Wala! screen looks perfect.

If I don't run any drivers at all it works fine but gives me that nasty device manager I need VGA thing on startup but the display is great ... I tried the omega drivers with the same issue as ATI is there any way to make the pop up go away or assign a generic driver to see if that works?

never mind that won't work his games won't load because he has to have an OpenGL compliant card installed ARGGG!!
