Vista... No access to control panel.
For some very strange reason when I click on control panel a window pops up and quickly disappears. I have a notification about an available update... however I cannot open it either.
I can seemingly open individual components of the control panel (by searching for them in the search box) however the top does not give me the navigation option I would normally have... Very frustrating.

Did you recently install any programs,if so uninstall it & see what happens....better yet can you get to system restore?If so then do a system restore to lastweek or to the last time you install a new program.

Little research tells me that it may be Nvidia drivers causing the issue.

Restarting the Software Licensing service fixes the issue...

Found this in an old thread talking about this same issue....but system restore also fixes it.
1) Launch services.msc from a run command 2) Find the SLUNotify service & stop it 3) Find the Software Licensing service & stop it (it may say that ReadyBoost needs that service to run; stop it anyway) 4) Restart both services, starting with Software Licensing You might have to restart it over & over if the problem insist,so i rather do a system restore & fix it fully.

Right click your taskbar>properties>start menu>customize...& make sure display as a link is clicked. Did you try system restore?you never answer when i ask you before,this should of fixed it already if you had try it...thats if system restore is enable though.
