New to Overclock.net

I have a computer that had nothing but Linux on it. I then put in the XP cd to install it. I have deleted the partition, formatted it, and every other option possible. Yet, everytime it formats it, it says your computer will reboot in 8 seconds, when it reboots, it goes through the same steps over and over again.

i take it you are using GpartEd or something similar? Or are you using the partition tool on the XP disk?

Get/download the drive utility cd from the manufacturer and use their utility to format/prepare the drive.
For example seagate has a bootable Discwizzard and something else called Seatools. You should be able to wipe out the boot record and format it properly for XP with one of those. I have them both here on CDs but I can't remember which it was that does it for you.
