Default how can i make my pics load faster?

i have vista home premium, and i have a bunch of out of order photos on one file, and when i open the file it only loads the pics i look at, so when i scroll down i have to wait until it finishes loading, is there any way i can fix this? so i can just open the file, give it a minute, and it will all be loaded, so if i have to scroll down really fast i wont have to wait for the pic to appear?
