There are a few steps you can take to fix this problem.
Run a repair from your windows OEM cd that you installed on your computer. How to do it you ask ? It's quite simple. Step 1: Insert the windows CD in your cd-rom drive and restart your pc. Boot from your cd, if your cd-rom isn't your first boot device boot into your BIOS and change the boot sequence to were the cd-rom is before the hard drive. Step 2: Once your at the blue screen on the boot menu of the windows xp cd, press enter then press F8 as prompted to do so. The menu will prompt you have a previous installation of windows on your PC and if your using a exact copy of the installation that you have on the computer it will give you an option to repair by pressing "R". Press R and it will start the repair process. YOU WILL NEED your CD key that was shipped with your copy of XP. You must re-enter it after the 1st reboot after the repair at the GUI windows installation. Step 3: Here is My FAQ on how to update your windows after a repair(because it won't update if you don't do this) here is the link Windows Repair Update Hotfix Download the file I have, run it, it will go through some steps and then it will finish. You should now be able to receive all updates without a problem.

Also, missing folders in the default and admin user accounts can cause this problem. If you deleted any of these folders because you thought you didn't need them, simply reconstitute the folder tree.
***EDIT: That applies to Vista only. Assuming that's what you're talking about because that's what you have sigged.
