Default not able to start or repair windows. getting error please help

For some reason my windows installation started acting screwy so I tried to do a repair as that seems to fix the problems sometimes. when I try to do so though it boots up just fine into the main gui part of the install for doing the repair and then I get the following message.
Internal Setup data structures are corrupted (phase 0)
I see that this has something to do with a winnt.sif file and needing to change some values there. My problem is I don't know where this file is or where to put one if I make it. There is some talk of doing it on a floppy disk but that seems to be for a new green install not repairing an existing installtion though. Just for laughs though I have tried to put it on a floppy though while I boot up and still doesn't seem to change anything though.
any help guys please?
