I currently have XP installed on a partition and the majority of my programs are installed on a seperate hard drive. I was wondering can install Vista to my other partition and install my programs while I'm in Vista so it gets all the files it needs?

I don't understand your question, if your asking if you can install Vista and not loose any of your files then yes you may. During the installation click Upgrade instead of Clean.

Ya know moms can be a real pain! Especially when you get a new computer and there so paranoid that they won't let you install a GPU though they know you love computers... I want to be 18 right about now

An example: xp is on drive c and vista is on drive e. Most of my programs are installed on drive d. I was wondering if I can run Vista and install over the programs on drive d so that they would run properly, like they do currently on xp.

Depends on the programs, Vista doesn't support some of the programs XP does. Of course you can change compatablity, but it might not always work.
