... cause mine has taken 1.5hrs so far in Setup and it is still says 0%, "setup is formatting"...

It can take a while to format a large drive but waiting that long is not great. Depending on the HDD make try booting an 'ultimate boot cd' and format the drive from there...I find it miles quicker than in Windows.

on your the sig rig you got im guessing quite a while lol
but if its still on 0% it froze. restart and do full not quick format.

oh no not my sig rig, i just built a new one with q6600, x38, 2GB RAM, 800 GTS 512MB, etc. and ya i did the full not the quick format, I was just wondering too if it froze or not, cause I don't want to lose 1.5hrs of formatting if it has actually been doing something..

So still think I should reboot? I have no idea how long it is supposed to take to format a partition on a 500GB HDD...

yea.. my q6600 formated in full in about 10 mins lol so yes restart. and check your temps.
