Default control panel not responsive ?

it seems like every other day i try to get into c-p and there's a quick flash and thats it,i have to go back and restore for it to show up any ideas,thanks

Are you using a pirated copy of Vista?
It's a problem with the licensing service. Go to Start/Run, type services.msc and stop the software licensing service. It'll wanna stop Readyboost as well, so restart it manually if your using it.
Now you should be able to open your Control Panel (and Network and Sharing Center)...

no,and ok ill try it,thanks ps: what will stop licencing services do if i go to reactivate again,i mean not changing the mb,ive done that atleast 7 times

The service restarts itself again automatically, at which point your OS will show 'activated' again...

Yes, and I have seen it cause by both beta releases of SP1. Also saw it way back in RC1. Either way, the registry "reset" in my guide should fix it, so long as you are running legit. Bootleg varies, and I won't/can't help people with bootleg OSes.

The hotfix from this KB article fixed it for me. Note that the problem described in the article is compleatly unlrelated, but it's still what MS recommends to fix the problem.
