Default PLEASE HELP,"C:\program files" access denied

My windows XP account, which is set to computer administrator, has not been allowed to access this staple folder of a Windows system as of this morning. I learned of this after steam started to no longer work, and I was encouraged by members of the forum to delete several steam files, but was not allowed access. One other account can access this, but neither mine(admin) or my sister's(limited) can.
what can cause a computer administrator account (I had tried to create a new fresh admin account, but that did not work) to no longer be allowed access the c:\program files?

Haven't you tried to use another admin reassign the full permission of C:\program files to your account?

You log in another admin account that is able to access the C:\program files.

1. Open the file explorer.
2. Click the C:\program files folder and right click mouse.
3. Select the security tab.
4. Locate and highlight your own account from the group or user names list box.
5. Check the ‘full control’ under the allow column for your account
6. Click Ok to confirm.
7. Reboot PC and log in your own account
