Default Enable addons in IE 7 ( vista)

HEy guys, my sister is running Home premium 32bit on her dell lappy and she want to upload images to her face book account , but all addons in IE are disabled... i looke din the add on manager and it said that they where all enabled . yet when you start IE i still get the " internet explorer is running with addons disabled".... anyone know how to fix this?
