Default Help me setting my wireless monitoring

Hey everyone, so basically, I built my little brother a PC, the thing is is that he he stays on it really late, I already set internet restrictions for his IP adress but he would still use his computer to play Crysis and such. The annoying thing is that therefore, we passworded his account, but then he keeps on asking me to log him in everytime, really annoying. We are connected in a workgroup, and I would like an easy way to be able to shut his PC off directly from the network so I can remove the password from his account and turn his PC off remotely when it's time for his @$$ to lift off the chair and go to bed. Help thanks!

I know there is a DOS command to do this, I really don't want software to do this for me.

If you're using Vista Ultimate on your brother's rig, you can use the embedded 'Parental Control' feature that allows you to set times when the computer can be used, along with when the Internet can be used.
Take a look at the functions as there are more than those two simple ones. You can also only allow certain programs to run at certain times.
It's actually quite powerful imo.

Shutdown
Allows you to shut down or restart a local or remote computer. Used without parameters, shutdown will logoff the current user.

Syntax
shutdown [{-l|-s|-r|-a}] [-f] [-m [ComputerName]] [-t xx] [-c "message"] [-d[u][p]:xx:yy]

Parameters
-l
Logs off the current user, this is also the defualt. -m ComputerName takes precedence.
-s
Shuts down the local computer.
-r
Reboots after shutdown.
-a
Aborts shutdown. Ignores other parameters, except -l and ComputerName. You can only use -a during the time-out period.
-f
Forces running applications to close.
-m [ComputerName]
Specifies the computer that you want to shut down.
-t xx
Sets the timer for system shutdown in xx seconds. The default is 20 seconds.
-c "message"
Specifies a message to be displayed in the Message area of the System Shutdown window. You can use a maximum of 127 characters. You must enclose the message in quotation marks.
-d [u][p]:xx:yy
Lists the reason code for the shutdown. The following table lists the different values. Value Description
u Indicates a user code.
p Indicates a planned shutdown code.
xx Specifies the major reason code (0-255).
yy Specifies the minor reason code (0-65536).

/?
Displays help at the command prompt.
Remarks
If you indicate a major and minor reason code, you must first define these reason codes on each computer for which you plan to use the particular reason. If the reason codes are not defined on the target computer, Event Viewer cannot log the correct reason text.
Examples
To shut down MyServer in 60 seconds, force running applications to close, restart the computer after shutdown, indicate a user code, indicate that the shutdown is planned, log major reason code 125, and log minor reason code 1, type:

shutdown -r -f -m MyServer -t 60 -d up:125:1

Lol he came to my room punching me lol "Did you do something to my computer??!!!"
The thing is the command worked twice, now it doesn't seem to have any effect anymore (OH, I just doubleclicked his computer on the network and it tells me that I do not have sufficient privileges, something is blocking me out lol.)

Also, is there a way to remotely login someone in the workgroup?

Better off using software. There is some really good software for parental control as well that will even monitor, screenshot by screenshot in a super hidden .avi file, everything he does, keylogging, etc.

Check around on download.com, and you'll find what you need for free; base trust on number of downloads, and user reviews.

I don't want to use key loggers, just be able to log him in and shut him down remotely, I care for his privacy lol, no spying here!

Also, in order to be able to execute such command over a workgroup, you need administrator privilege over the target computer right? You can't just execute a command on a password protected PC right?

Also, once again, is there any DOS command that logs a user on remotely?
