New mobo and CPU - reinstall OS?
Do I need to reinstall Windows XP if I replace my mobo with the same model (RMA) or replace the CPU with an E8400 or Q6600?

No you shouldnt have to if the motherboard is the same,worse case scenario will be to just do a repair option with your XP cd if it wont boot into windows which it should

I changed everything and thought for sure I'd have to, but tried it anyway and........everything booted up fine

No problems for me with all my hardware dancing.
3 different mobos, 2 different procs, several (like 7) different GPUs, 3 different PSUs. Just make sure that harddrive stays happy and you, hopefully, will do the same.

Shouldn't a Super Saiyan know the answer to this question?
I would try it out first. You shouldn't need a reinstall, especially with the exact same mobo, but you never know. I would probably format and reinstall regardless of whether or not it was necessary.

Just sysprep your Windows install and you should be fine!
