Default Vista UAC and Internet filter

So I finally got the familys new PC built. I m starting to install all the old programs and transfer stuff. My main problem is I cant get the internet filter they user for my sister to run correctly. It runs fine but keeps asking for admin rights when users with "Standard" accounts login. I want to make the program run on startup with not password prompts. I really need to keep UAC on as my sister tends to install all manner of things if left alone.

Is there a way to make a program run as the admin with out entering a password everytime??

You should be able to right click on the executable of the program you want to run as administrator and get the menu option that says "run as". Enter the credentials of the admin account and each time you open it the program will use the credentials you entered. You may need to hold the "shift" key and right click to get the "run as" option though.
