Default Folder pictures

How small must pictures be (in pixels) to be able to be imported to be used as an icon on a folder? And what software can I get where I could open up a picture and then just type in the pixel x pixel size I want it to be.

this might work but im not shure

EDIT: look here , you can change the image in the folder properties
