I installed XP on a new hard drive I got which is the E: on my computer. I no longer want to use the XP on the C:. I tried to format through windows and it doesnt let me, I am assuming because it is the C: I am trying to format.

Is there any software or method that will allow me to do this?

P.S I dont have a floppy drive for a boot disk

use your windows install disk to reformat it.
at least thats what i've always done.

I'm assuming you have an XP install disk. If so boot from it (as long as it's not just an upgrade CD) and start the windows setup there's an option to format within the setup.

My suggestion will be to reformat the drive E:. You will have problems when you try to install some software. I had happen to me and I had to go that route. I know what you are thinking. install again.
If you have any memory card readers disconnect them and disconnect the hard drive with the old xp. That way it will not see it.
I tryed to control panel>Admin tools>Computer Managament to change the drive from E: to C: and it didn't let me.

You cannot format the Drive that the OS currently occupies. This will have to be done outside of Windows on the OS install disk.

I believe this is beacuse C: still contains the boot sector even though E: has the OS files. If you didn't change the hard drive boot order in BIOS when you installed the new copy of windows, this is definitely why.

Go to Start->Run and type in: regedit

Then go to: HKEY_LOCAL_MACHINE\System\MountedDevices and delete ALL the entries in that key. These are how windows locks each physical drive to a drive letter.

Now, turn of your computer. Unplug all the drives except the new one and see if it boots.

If it does, you are in luck, just install all the old drives again and make sure your new one is set to the boot drive in bios.

If it doesn't work, (again, make sure you have no other hard drives installed yet) just boot the installation CD and run the recovery console. When you get to the command prompt it'll ask you for your admin password. Once its ready, type:

fixmbr \Device\HardDisk0

And now you should be able to boot from the new drive and format the old one.
