Default Bottom Windows toolbar not showing

I BSOD last night and it restarted and did a disk check so i let it go. Now my bottem tool bar wont show help me.

hit the windows button. That should make it show up. Once it shows up, right click on it and go to properties. make sure everything is set correctly. Also, uncheck "Lock toolbar". That way you can pull it up if it's just been pulled down.

Is it just resized to almost nothing? Try dragging it back out?

Alright i got it back up but now when i open a program nothing comes up + IE wont open but Firefox does? Kinda ticked at my comp.
