Exclamation Windows XP Home Lost Admin Rights

I am trying to fix up my friends computer, so I try to uninstall some unwanted programs but when I click the Add and Remove Apps button it says I don't have rights. I know this is the admin account. I tried booting into safe mode and logging under the Administrator account, but when I click anything dealing with user accounts or uninstalling programs it says I don't have the rights.

So basically nothing has admin rights. Is their a fix short of reinstalling windows? Ill try a system restore.

Also I found this http://support.microsoft.com/kb/313222/ , but does this delete files, because I would like keep all his data.

Hmm strange problem. I was gonna suggest the safe mode route, but that isn't working. From what i read on the link you posted...it doesn't look like you're going to be deleting any files, so you should be good to go. i would give that a try and see if it helps.

You need to change the folder 'security' options under the security tab via properties. Do this as admin in safe mode. You will need to fiddle with some of the settings though

That will let you delete fodlers that are assigned to another user account

I can't access anything on the control panel, not even in safe mode.
