UPDATE:

i took out my friends psu (antec 500w basiq) and hooked it up to the problem computer and still had the same problem. I setup vista but on the reboot after it gets done the first time around, black screen. The only thing left i can think of is the motherboard.
I'm going to try to update the bios but i dont have a floppy drive except on his moms computer which has xp. is there a way i can make a bootable thumb drive or an easier way to do this since i cant get his computer to boot into windows?

ok well i didnt want to do that because its a 9 year old dell xps and it's big, clunky and weighs about 50 pounds lol. My friend did it for me though while i wasnt there, but i tried to create a bootable floppy from the dell it was in (windows xp), stuck the floppy drive in the problem computer with the floppy in it and it wont boot into dos. All it does is say 'disk i/o error. replace disk then press any key' like there's nothing on the floppy. I hooked it back up to the dell and created the disk again and got the same thing. I also tried putting the files from the created boot floppy disk on my flash drive and still got the same message. i tried to hook it up to my friends vista machine, but his mobo didnt have a fdd connection.
so i'm pretty much out of options here. I guess i will just rma the mobo since i know the ram, gpu, hdd and psu are all ok. Wish the board had a bios flash utility in the bios

no i just use the boot menu to manually select it and then boot it from there.

well since i took out one of the sticks of his g.skill (2x2gb ddr2-800) it never did it again. After that it just gave me the black screen. I'm not using his g.skill anymore, i'm using one of my other friends sticks of ram (1gb samsung value stuff ddr2-667).

after re reading the symptons it reminds me of a faulty mobo. i had to replace for a friend that vaccumed out and static charge his mobo.
