Default Desktop Icons Spazzing Out

I am using Windows XP and when I drag an icon on the desktop, it (the icon I'm dragging) jumps sideways in relation to the text and a white bar appears below it. It also happens with icon view in windows explorer. Any ideas?

Yeah, it has done it for as long as I can remember, but I don't know if it had been doing it before I noticed, if that makes sense.
