From my understanding, this is a way to get around not having a previous version of Windows installed. In my case, I purchased from HP when they offered an upgrade disc for Vista. I already have xp installed and the upgrade copy is specifically for this machine. I would assume this is a time that its ok to use the exploit as I'm just trying to achieve a clean (not full) install.
