Well I would personally take out the old drive, stick it in the new computer, and just copy paste. I believe that will be the fastest way to do it too.

I got IDE on new comp too, for a month, so is it problem to connect two PATA drives on one cable (ASUS p5e3 motherboard)?
What about these other ways?

Ditto, You will have an IDE channel on the new board, just plug it in there even if you have to unplug your optical drive simplest way IMO.

I would jumper it to slave to prevent a conflict, both drives might be viewed as os drives and could cause boot issues,

Networking them would be pretty easy if you just enabled file sharing on both, although i dont remember the windows 98 method of doing all that stuff... Its been a LOOONG time since i used win98 lol

or set it to cable select and let the IDE channel dictate which is master and slave.
