I remember when there was no such thing as spam. And I remember who invented spam.
As for formatting your boot drive, of course YOU can't do it. The Windows tools have built-in safety checks to prevent YOU from doing this. But a program you write yourself, or a virus, can easily enough bypass all of that and destroy your data.
