I'm going to reinstall windows to increase system speed, should I format my hard disk also? would formatting increase performance much?

Reinstall windows will repair the files, but there won't be an increase unless you had a bad install or corrupted files.

Reinstall windows, format the drive, install the newest chipset drivers / video drivers / audio drivers and you should see a increase, it may be small but hey
