ummm... I don't think that it's some thing with the registration as Zeva said... but I would advise to try the following... run MSCONFIG in then hit the enter key...

in the BOOT field, go to ADVANCE there you will be able to specify the amount or RAM you like to be used, then make sure that the whole amount or RAM (4gb) or around is being used, press OK, then reboot.

Yes, windows can see it, but refuses to use it.
It looks like dynamic RAM sharing for the GPU...
DXDIAG shows over 1.5GB of VRAM...
