Default Windows 7 cheap? confused here

I found this on new egg.

Now is this a full copy I can buy and install on my gameing rig? Or am i missing something here. Why is this so much cheaper than buying it from Best buy or something?

It's a system builder version.
Basically, it's the same as a retail version, but you, not Microsoft, provide all support.
If you put a copy on Aunt Nellie's machine, she calls you, not Microsoft.

From the system builders version EULA:

7. End User Support. You must provide end user support for the Software or Hardware. You must provide support under terms at least as favorable to the end user as the terms that you provide to support any Customer System. At a minimum, you will provide commercially reasonable telephone support.

Oh, because it's an OEM copy. An OEM copy is intended for pre-installation on a new personal computer for resale. Here is the full Disclaimer in the Specifications Tab on the product page:

In other words, we're not supposed to be allowed to retire the system we installed this on at some point in the future only to install this same OEM copy on the new system.

So, if I bought this and installed it on a system and then used it for a while and then decided to replace that system (retire it) with a new one and then install this OEM copy on that new system, then I am technically not supposed to be allowed to do that. The Microsoft phone representative I would inevitably have to talk to in order to get it activated should say "I'm sorry, but I cannot allow this because it goes against our EULA." This doesn't mean that this would definitely happen. It just means it should happen because that's what the EULA says. However, people do it all the time, and the phone reps seem to ignore the EULA just like we do. heh

I had an OEM copy of XP Pro SP2 installed on a pre-built system (I bought the OEM copy from a computer store). Then I retired that system to begin using my sig rig. At the time, I only had that OEM disc of XP, so I installed it and attempted to activate it. I had to call and actually talk to somebody. When I talked to them, I told them the truth about what I was doing, and then they proceeded to thank me for my honesty and activated my installation. But now that I know what the EULA says, that phone rep should have rejected my activation request with an explanation that it's against the EULA.
