I have a clean install of XP with all up to date driver's.
__________________I get a super delay when i try and open things like Control Panel,System Properties. Hell even Run under the start menu lags before it opens. Under the Performance tab in Task Manager i can see the delay. I will click the item and there will be a few sec then there will be a spike and the window opens. I run GTA4 just fine. Just don't know if it is windows or my system. My 1.6mhz laptop is faster.

I've had this issue before. Try running Windows Update?
It normally corrects itself for me after a couple reboots. But then again, I go between Linux and Windows when Windows is being laggy
