Win 7 BootMGR missing

First Time Build

Hi all, I originally had Vista home premium 32-bit and did a clean install to Win 7 home premium 64-bit. It installed with no problem, but when I reboot I get the error that the bootmgr is missing. I put the win 7 disc back in and do a system repair but it finds no problem and when it reboots with the win 7 disc it starts up with no problem. Without the win7 disc and I get the bootmgr missing error.
I also tried doing the command prompt and typing bootrec /fix boot and bootrec /fixmbr. That did not work as well, it justs says that everything is fine. I do have 2 hard drives installed. 1st hard drive has 3 partitions with 1 of the partitions being where I had vista installed and did a clean install of win 7 on it. The other 2 partitions are just data. The 2nd hard drive has no partition and only contains data; however, in disk management it is listed as system. Any ideas on how to fix the BootMGR missing error? Any other info needed that I have not listed? Thanks.

Check that your system is booting from the correct drive in BIOS?

Thanks guys! I went into BIOS and changed the boot priority on the hard drives and it worked.
Any idea why Win 7 put the bootmgr on the 2nd harddrive which does not have win7, just data on it?

EDIT - It won't be reading the other hard drive. I'ts possible that it's reading data related to the previous operating system if you only did a quick format on drive C: Unless of course there was an operating system on the other drive at one time or another.

I had to install a shell of vista (no key) then do the custom install to get win7 to work
I was upgrading from a usb stick and had to make the usb drive primary though

unplug the drive that does not have 7 on it. put the 7 disc in, boot to the 7 dvd, got to repair and repair start up. this should reinstall bootmgr and bcd to the same drive that 7 is on.
the reason it's on the drive that vista was on is because the vista bootmgr was pulling the bootmgr duty for both OS's
