This is usully driver conflicts with eachother or mainly with Windows. Generally getting the lates updated drivers will help this issue. Also try updating the current software you are uing that causes this eror as this may help also. Not only that but basic OS maintenance will help this issue namely cleaning out the crap using Cleaner and cleaning the registry using Registry mechanic. Also defragmenting your HDD'S will also help things alot maybe not in this area in question but in general it does. To defrag i would use a program called Diskkeeper as its the best you can use.

Ccleaner: http://www.ccleaner.com/
Registry mechanic:http://www.pctools.com/registry-mechanic/

Seems USB related to me. Are the motherboard drivers for your USB ports properly installed?

Go to the device manager and then to the drivers and change the IRQ Resource number to something that isnt used

I agree, this is most likely a driver issue. Ive gotten this message quite often with my old 6800 video card. The fix was always updating drivers.

To fix USB issues you need to download and install the latest drivers for your chipset.

do this........the error message said IRQ error, so the device must have been assigned an IRQ that is already in use and created a conflict.

as jester said, go into device manager (START--->Control Panel---->System----->Hardware---->Device Manager) and go into the properties section of the device and assign it an IRQ that isnt in use.
