After some searching i found the link to the Microsoft HotFix for Dual Core procs. One would have to contact Microsoft to obtain one of these. To avoid their expensive tech support here is the link http://www.evilkitty.org/misc/Window...v3-x86-ENU.exe.
The Url sometimes screws up but the whole file name is WindowsXP-KB896256-v3-x86-ENU.exe.
I know how annoying it could be waiting for a tech to answer the phone. And since this community has helped me so much I think it is time I return something back. I have scanned it with NOD32 and there was no threats found. However, Do this at YOUR OWN RISK! Also like DMAN stated the registry changes are here to. I personally have noticed a performace boost. Here is a quick tut on what I did.

0. Install the Hotfix
(taken from the Microsoft support website

1. Click Start, click Run, type regedit, and then click OK.
2. Right-click HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Session Manager, point to New, and then click Key.
3. Type Throttle for the new key name.
4. Right-click Throttle, point to New, and then click DWORD Value.
5. Type PerfEnablePackageIdle for the value name.
6. Right-click PerfEnablePackageIdle, and then click Modify.
7. In the Value data box, type 0. Make sure that Hexadecimal is selected in the Edit DWORD Value dialog box, and then click OK.

Note You can type 1 in the Value data box to enable the new performance state policy behavior.
8. Quit Registry Editor.
9. HAVE FUN WITH YOUR DUAL PROC!

it unlocks the full potential of your dual core procs because windows has a bug in which its locks one of the cores and the locked one goes idle this fixes it and you dont have to wait 2 hours in line to talk to a rep. If some one could mirror this file that would be cool

because they want to make money off their tech. support. I dunno but it is here now and feel free to use it
