2700x Overclock - Forcing Constant Clock Speed Issue

I'm having an issue with my 2700x overclock on an ASRock x470 Master/SLi. In the BIOS, I'm able to manually adjust the frequency to, say, 4200mhz at a 1.35 forced voltage. In Windows, I have the high performance power setting with min/max processor states at 100%. However, the processor is still behaving like it's utilizing turbo, where the clock speed may range from 3.6ghz to 4.01ghz, but it never stays at (or gets to) 4.2ghz. The voltage is showing correct in CPUZ. I disabled Cool/Quiet, but that didn't do anything.

Is there something I'm missing? I just want CPUZ to report 4.2 (or whatever I OC to) without turbo or a lower automated clock speed.

anyway to disable the precision boot? you might wanna check whether ya VRM is throttling the CPU too. A 2700X with perma 4.2GHz might throttles the VRM, which i think not something unusual...

Download HWiNFO (64) ir reports cpu clocks / core, CPUZ is a great tool, but in this regard HWiNFO is better. You can find it here:

Turn off Core performance boost. (should be a separate setting from FXR.)
